The Cabinet of Minister of Ukraine Approved Loans for Reconstruction of M06 Highway Kiev-Chop.

The Cabinet of Minister of Ukraine approved taken loans 150M EUR from European Bank for Reconstruction and Development and 150M EUR from European Investment Bank for reconstruction of highway M06 Kiev-Chop. Reconstruction will include highway section from 14th km (Kiev) to 441st km (Brodi). Total cost of the reconstruction project is 364M EUR . 64M EUR are invested by Ukraine.

Lugansk Oblast Administration Created List of Properties that Will Be Given for New Construction

Lugansk (Eastern Ukraine) oblast (country) administration is going to give away some lots for construction.
Analyzing demand on real estate in the oblast, administration came to conclusion that 3-4 thouthand of apartments could be sold right now. Head of administration's construction and architecture department Mr. Pozdnyakov announced that districts Zapadniy (228 hectares), Vidnoe (292.5 hectares), and lots in districts Kalmitzkyi (7.8 hectares) and Marevckyi (24.8 hectares) are available for construction.
Because of unjustified limitations of construction in the past real estate prices in the oblast went up 70% in the last year.

IKEA Is Offered Various Locations Though the City.

Working group of the Kiev Council is looking for available lot for construction of IKEA furniture center in the area of Kharkov plaza in Kiev.
The vise-president of the City Council Mr.Bass and a senior advisor of IKEA-Russia Mr. Holm provided this information. So far IKEA doesn't like offered location and prefers alternative "forest" lots. The Company insured the City that the ecological impact of the construction in the forest area will be minimal. Trees replanting will restore possible destroyed forest and others recognized techniques will be used.
Mr. Holm does not insist on baying the land - IKEA is ready to rent a lot. The start shall not be moved in some future. IKEA is reedy to start right now, showing an example to other foreign international companies that hesitate entering the Ukrainian market.
Mr. Holm told that IKEA has extensive experience dealing with different cultures. It has 200 centers all over the world. So far IKEA concept always worked - says the senior IKEA-Russia adviser.

Five Stars of FC Shakhtar Stadium to light up in 2008!

FC Shakhtar's ambitious plans for a new iconic football stadium qualifying for FIFA and UEFA's 5-star accreditation have reached another exciting milestone. The famous Turkish ENKA Construction & Industry Co., Inc. has been defined as the General Contractor, and the full-scale construction is about to begin.
The General Contractor selection process started last year. It is one of the most important appointments for the Project and, therefore the Club allocated considerable time to the task. The candidates for general contractors were assessed according to specific criteria including experience of working in Eastern Europe, design and technical capability, financial resources, experience of delivering complex projects on time and within budget, competence in stadium features, quality control, and compliance with the standards of technical security and health and labor safety. Initial list of 225 international contractors was assessed and then reduced progressively to 25, 9, and, finally, 4 candidates. After a competitive tendering process and several interviews, the Turkish company ENKA Construction & Industry Co., Inc. was selected. Due to the active mutual cooperation the contract negotiations were completed in two months - a great team effort by all those involved.
The project of the stadium was chosen among 20 drafts submitted by the best international architects. The design selected unanimously by the Club was the one by Arup Sport. Their concept image fully meets the FIFA/UEFA Guidelines for 5-star accreditation. Because of its unique design the Stadium is bound to become the true modern symbol of the city and the new "home" for FC Shakhtar. It will harmoniously fit the landscape and environment of Leninskiy Komsomol Park.
Total budget of the project is $250M. This covers services of designers and architects, construction and land-surveying works, field construction, external and internal finishing works, landscape design and infrastructure development.
The stadium is designed to seat 50 000 people.
The peculiar, recognizable features of the stadium will be the oval plate form, transparent roof and cover of the facade. At night the whole construction will shine like a diamond due to the special external lighting technology. The full-scale construction works will start right after the long-awaited presentation of the General Contractor - the Turkish ENKA Construction & Industry Co., Inc. Total contract value is $185M.
To ensure that the project runs in accordance with the Club's Brief and FIFA and UEFA Guidelines, Shakhtar Club and ENKA will continue to call upon advice from football's governing bodies. ArupSport - world leader in design of 5-star sports venues, will continue to supervise the project, and, namely, keep track of the project developing, and ensure that the iconic features and operational efficiency are protected.
Austin Reilly, the project director, continues to act as principal adviser to the Club, drawing upon his experience in designing, constructing and operating UEFA 5-star stadiums in UK and Portugal.

Hampden project 'fatally flawed'


The Hampden project ran into financial trouble
Management responsible for the debt-ridden Hampden Park re-development project have been sharply criticised in a report.
The Scottish Parliament's Education, Culture and Sport Committee said there was a "fatal ambiguity" between stadium owners Queen's Park Football Club and the company set up to rebuild the stadium.
MSPs said they were astonished that Queen's Park called in liquidators while a rescue package was being hammered out and voiced concern at the level of fees incurred by the club.
The committee also questioned the appointment of Austin Reilly to run The National Stadium plc - the company set up to administer the refurbishment.
These fees were abnormally high before, during and after the rescue package

The £60m project to re-develop the 52,000 seat national stadium had to be bailed out last year with a £5.75m rescue package.
The investigation by MSPs looked in detail at the complex project which involved contractors, subsidiaries, the Millennium Fund and other sponsors.
During their inquiry, MSPs were told that financial management of the Hampden project was worse than that of the Millennium Dome.
The committee found that the project was "fundamentally flawed" from the outset because of ambiguity over the role of The National Stadium plc (TNS).
MSPs also found that Mr Reilly's appointment to run TNS was made against "inappropriate criteria" and that his dual role with TNS and Queen's Park FC created conflicts of interest and genuine confusion.
The report states: "The committee finds the attitude of TNS to be less than credible in their correspondence with McAlpine (the developers).
"It appears that either Mr Reilly was deliberately giving a partial picture to McAlpine or he was operating without clear knowledge of the financial situation.
"The committee finds that the management resources were insufficient for the task and key priorities were not met.
"Further, the fundamental structure was wrong and no effective structure was ever put in place.

The Embassy of God Church is Planning to Build Its Own Building.

Senior pastor of the Embassy of God Church Sunday Adelaja gave a press conference. On the conference pastor announced that the Embassy of God Church starting construction of the new building.
Ukrainian Spiritual Cultural Center (USCC) will become not only the pride of national architecture and one of the sightseeing places in Kiev, but also the proof of God's movement that began in our country and will spread out into the whole world, year after year, the pastor said.
Rev. Adelaja also said: In April 2004, after many rejections, the Kiev state authorities granted us the land (2.62 hectares) for the construction of the USCC. In March 2005, the mayor of Kiev, Mr. A. Omelchenko, signed the rental contract for the land. In June 2005, we received from the architect building plans and designs for the USCC. Today we are in the first stages of this big project and we know that God is with us and with His help we can do it. In the coming two years, we will have to do the following steps of the construction: specifications, projection, expertise, project approval, compilation of engineering documents, obtain the construction order, building construction, and final completion and implementation.

Facade of the Building In front of the Kiev Opera House Will Be Rebuild.

The Kiev's administration came to agreement with the Government Construction Research and Development Institute known as NYY Project Reconstruction. In accordance with the agreement NYY starts project of rebuilding of facade of the building located on 51-53 Vladimirsky St. This ugly building was built in 1969 in front of Kiev Opera house. The idea to demolish the building didn't come through. There are three options of restoration suggested by NYY's architects. Two of them are based on use of glass. All plans of facade rebuilding include removal of existing concrete facing. Project cost is 0.46M UAH.
NYY Project Reconstruction was formed in 1945 for Kiev's reconstruction after WW2. It has 28 local branches though all Ukraine.

Rusanovsky Gardens Property Is The Biggest Podolsky - Voskresensky Bridge's Problem.

New Kiev's Mayor Leonid Chernovetskiy made a statement for media that the property of Rusanovsky Gardens cottage area is a "show stopper" for the Podolsky - Voskresensky Bridge construction. The Rusanovsky Gardens problem, in his opinion, was intentionally ignored in the past. Visiting the "construction of the century" that has such a serious unsolved problem was inappropriate for a new Mayor. Yesterday (the day of the planned visit to the construction site of the bridge) the Mayor made orders intended to speed up settlement of the Rusanovsky Gardens problem.Cottage area is located within City's boards. Actually geographically area is only 4.5km away from the City center. The area is combining beauty of riverbank and comfort of urban infrastructure surrounding the area. Despite of such beneficial location Rusanovsky Gardens developed in 60's never was replaced with a residential district, because it's located on a flood hazard area. No wander, the property cost in the area is very high (in average $40,000 for a lot). But this price is good only for lots that are not on the way of the bridge construction.
The City and the Government approved construction of the bridge back in 1993. At the time the rules and the law were essentially different from the current. Construction of the bridge restarted in 2003 under Kuchma presidency. There was a lot of concern about property rights then. Recent democratic changes in Ukraine encourage Rusanovsky Gardens cottage owners to stand for their rights. Mr. Omelchenko - former Mayor under pressure form cottage owners had number compensation packages prepared for them. 37.5 hectares of the cottage area on Gorbachiha Creek were included in the City development plan in January 2006 for Rusanovsky Gardens lots replacement. At that time 82 of 300 owners accepted the offer.
The new Mayor Mr. Chernovetskiy ordered today to prepare compensation package for each lot owner in a week time. He wants to be ready to settle each case in the courtroom if necessary. Huge media coverage of the bridge construction issue is on its way. Mr. Chernovetskiy invited Kievans to send him letters with their opinion about the Podolsky - Voskresensky Bridge construction.

Kiev's Mayor Doesn't Show Up on Construction of Podolsky - Voskresensky Bridge.

In accordance with schedule published by Kyiv Press Inform new Kiev's mayor Leonid Chernovetskiy was planed visiting construction site of the Podolsky - Voskresensky Bridge. As the agency announced later, the Mayor didn't show up disappointing reporters.
Podolsky - Voskresensky Bridge is the biggest construction in the Ukrainian capital. Mostobud is the contractor of the bridge. The project consists of Harbor Bridge - 602m long, Ark Bridge over river Dnepr - 491m long with the arc supported span of 334.5m, Bridge over river Desenka - 314m long, Bridge cross Truhanov Island - 29x33m spans, and Bridge over Gorbachiha Creek - 14x33m spans. Total length of the Bridge is 7.1km. Bridge is of two levels. Width of the bridge is 35.15m.

Leonid Chernovetskiy Becames a Mayor of Kiev.

President of Ukraine officially assigned Mr. Chernovetskiy as a mayor of Kiev.
Leonid Chernovetskiy, a liberal lawmaker and a member of Our Ukraine, was a winner in Kiev mayor election defeating incumbent Oleksandr Omelchenko.


Moscow Square - Construction Works are Terminated.

Construction works on Moscow Square in Kiev were terminated, as it was announced on TV channel Kiev. Reasons are not known yet.
City Counsel approved project of Moscow Square reconstruction in January. The project included 450m bridge equipped with noise barriers, 100m entrance and 70m exit rumps, and reconstruction of three existing underground pedestrian paths. Budget of 20M UAH in 2006 was approved. Necessary for construction 0.15 hectares of property were obtained from Roshen candy factory. Currently contractor started preparations for construction of piers foundations on the lot.
The Central Bus Station was built in the center of the square in 1968. Since then Moscow Square was never reconstructed. Now it's became one of the City's "bottle necks" creating heavy traffic on four major transportation paths that meet here.

President of Ukraine Mr. Yuschenko visited construction of the flood protecting dam along river Tisa (Western Ukraine). He visited area between settlements Salovka and Solomonove of Uzhgorod oblast (province).
Length of the flood-protecting dam is 18km all together. It protects 7 settlements including City of Chop (the Ukrainian-Hungarian and Ukrainian-Slovakian board city). The demand of dam construction came from experience of 1998 and 2002 floods. An average height of the dam is 1.4 m.


Stolitsa Corporation Wins Bid for Residential District Construction in Kherson.

Stolitsa (Capital) Corporation won a bid for construction of new district Korabel2 in Kherson (Southern Ukraine). Construction lot is about 20 hectares and consists of sandy soils. It requires dredging operations for land reclamation to bring the floor level 2.5-4m up from river. Residential part of the project consists of 9 and 16 sore buildings. There will be used cast-in-place (monolith-frame) construction technique in conjunction with the most effective for energy saving bricks facing. Project includes construction of shopping mall, day care facilities, freeway, and wharf promenade.
Project's cost reaches $50M. It will create a lot of jobs in the area. City of Kherson will get 10% of built apartments for community needs.

Ukrainian Branches of Heidelbergcement Show 12.9% Increase in Cement Production in The First Two Months of 2006.

Ukrainian Branches of Heidelbergcement show 12.6% increase in cement production in January - February 2006 compare to the same period of time in 2005. Total cement production in the first two month reached 267,400 ton. Kryvyirihcement (located near Dnepropetrovsk, Central Ukraine) shows 17.4% increase in cement production reaching 124,300 ton in two months. Dneprocement (located near Dnepropetrovsk) shows 18% increase in cement production reaching 30,100 ton. Doncement - one of the oldest Ukrainian cement manufacturers that joined Heidelbergcement in 2005 (located near Donetzk, Central Ukraine) shows 7.1% increase in cement production reaching 113,000 ton in two month.
Ukrainian branches of Heidelbergcement reached 2.86M ton of annual cement production.

Ukrainian Branches of Dyckerhoff Zement Show 10.6% Increase in Cement Production in The First Two Months of 2006.

Ukrainian Branches of Dyckerhoff Zement Ugcement (located near Nicolaev, Southern Ukraine) and Volincement (Western Ukraine) show 10.6% increase in cement production in January - February 2006 compare to the same period of time in 2005. Total cement production in the first two month reached 167,200 ton. Volincement actually decreased production, but this decrease was compensated by 39% increase in production of Ugcement.
Ukrainian Branches of Dyckerhoff Zement did very well in 2005 reaching 2.04M ton of annual cement production.

Construction Projects Terminated in the Past Have to Comply with the Newest Energy Saving Codes.

Ministry of Construction, Architecture, and Building Maintenance of Ukraine will not issue any more permits for construction restarting of the terminated projects in the case of non-compliance with the newest building energy-saving codes. Every apartment building (even if it was started before 1st of January 2006) shall comply with energy saving codes of 2006.
The natural gas dispute with Russia sets Ukraine in position when the energy saving will give strong political fitback.

New Railway Bridge Construction

Ukrainian state rail operator Ukrzaliznytsya is planning to use seven high-speed trains in some future. The main problem of high-speed train implementation is heavy traffic of Kiev Moscowsky - Darnitza line crossing river Dnepr. The only one possible solution to the problem is construction of a new bridge over Dnepr. In October 2004 Ukrzaliznytsya received credit of $700M form Deutsche Bank for the new bridge construction.
In fact contractor Planeta-Mist started construction in July 2004. At the moment the moment there are two contractors on the construction site Planeta-Mist and Dogus (Turkey).
