Reconstruction will include highway section from 14th km (Kiev) to 441st km (Brodi). So far IKEA doesn't like offered location and prefers alternative "forest" lots. The Company insured the City that the ecological impact of the construction in the forest area will be minimal. Trees replanting will restore possible destroyed forest and others recognized techniques will be used. &lt;br /&gt;Mr. Holm does not insist on baying the land - IKEA is ready to rent a lot. The start shall not be moved in some future. IKEA is reedy to start right now, showing an example to other foreign international companies that hesitate entering the Ukrainian market. &lt;br /&gt;Mr. Holm told that IKEA has extensive experience dealing with different cultures. It has 200 centers all over the world. The famous Turkish ENKA Construction &amp; Industry Co., Inc. has been defined as the General Contractor, and the full-scale construction is about to begin.&lt;br /&gt;The General Contractor selection process started last year. It is one of the most important appointments for the Project and, therefore the Club allocated considerable time to the task. The candidates for general contractors were assessed according to specific criteria including experience of working in Eastern Europe, design and technical capability, financial resources, experience of delivering complex projects on time and within budget, competence in stadium features, quality control, and compliance with the standards of technical security and health and labor safety. Initial list of 225 international contractors was assessed and then reduced progressively to 25, 9, and, finally, 4 candidates. After a competitive tendering process and several interviews, the Turkish company ENKA Construction &amp; Industry Co., Inc. was selected. Due to the active mutual cooperation the contract negotiations were completed in two months - a great team effort by all those involved. &lt;br /&gt;The project of the stadium was chosen among 20 drafts submitted by the best international architects. The design selected unanimously by the Club was the one by Arup Sport. Their concept image fully meets the FIFA/UEFA Guidelines for 5-star accreditation. Because of its unique design the Stadium is bound to become the true modern symbol of the city and the new "home" for FC Shakhtar. It will harmoniously fit the landscape and environment of Leninskiy Komsomol Park.&lt;br /&gt;Total budget of the project is $250M. This covers services of designers and architects, construction and land-surveying works, field construction, external and internal finishing works, landscape design and infrastructure development. &lt;br /&gt;The stadium is designed to seat 50 000 people. &lt;br /&gt;The peculiar, recognizable features of the stadium will be the oval plate form, transparent roof and cover of the facade. At night the whole construction will shine like a diamond due to the special external lighting technology. The full-scale construction works will start right after the long-awaited presentation of the General Contractor - the Turkish ENKA Construction &amp; Industry Co., Inc. Total contract value is $185M.&lt;br /&gt;To ensure that the project runs in accordance with the Club's Brief and FIFA and UEFA Guidelines, Shakhtar Club and ENKA will continue to call upon advice from football's governing bodies. On the conference pastor announced that the Embassy of God Church starting construction of the new building.  &lt;br /&gt;Ukrainian Spiritual Cultural Center (USCC) will become not only the pride of national architecture and one of the sightseeing places in Kiev, but also the proof of God's movement that began in our country and will spread out into the whole world, year after year, the pastor said.  &lt;br /&gt;Rev. Adelaja also said: In April 2004, after many rejections, the Kiev state authorities granted us the land (2.62 hectares) for the construction of the USCC. In March 2005, the mayor of Kiev, Mr. A. Omelchenko, signed the rental contract for the land. In June 2005, we received from the architect building plans and designs for the USCC. Today we are in the first stages of this big project and we know that God is with us and with His help we can do it. In accordance with the agreement NYY starts project of rebuilding of facade of the building located on 51-53 Vladimirsky St. This ugly building was built in 1969 in front of Kiev Opera house. The idea to demolish the building didn't come through. There are three options of restoration suggested by NYY's architects. Two of them are based on use of glass. All plans of facade rebuilding include removal of existing concrete facing. Project cost is 0.46M UAH.&lt;br /&gt;NYY Project Reconstruction was formed in 1945 for Kiev's reconstruction after WW2. The Rusanovsky Gardens problem, in his opinion, was intentionally ignored in the past. Visiting the "construction of the century" that has such a serious unsolved problem was inappropriate for a new Mayor. Yesterday (the day of the planned visit to the construction site of the bridge)  the Mayor made orders intended to speed up settlement of the Rusanovsky Gardens problem.Cottage area is located within City's boards. Actually geographically area is only 4.5km away from the City center. The area is combining beauty of riverbank and comfort of urban infrastructure surrounding the area. Despite of such beneficial location Rusanovsky Gardens developed in 60's never was replaced with a residential district, because it's located on a flood hazard area. No wander, the property cost in the area is very high (in average $40,000 for a lot). But this price is good only for lots that are not on the way of the bridge construction. &lt;br /&gt;The City and the Government approved construction of the bridge back in 1993. At the time the rules and the law were essentially different from the current. Construction of the bridge restarted in 2003 under Kuchma presidency. There was a lot of concern about property rights then. Recent democratic changes in Ukraine encourage Rusanovsky Gardens cottage owners to stand for their rights. Mr. Omelchenko - former Mayor under pressure form cottage owners had number compensation packages prepared for them. 37.5 hectares of the cottage area on Gorbachiha Creek were included in the City development plan in January 2006 for Rusanovsky Gardens lots replacement. At that time 82 of 300 owners accepted the offer. &lt;br /&gt;The new Mayor Mr. Chernovetskiy ordered today to prepare compensation package for each lot owner in a week time. He wants to be ready to settle each case in the courtroom if necessary. Huge media coverage of the bridge construction issue is on its way. As the agency announced later, the Mayor didn't show up disappointing reporters. &lt;br /&gt;Podolsky - Voskresensky Bridge is the biggest construction in the Ukrainian capital. Mostobud is the contractor of the bridge. The project consists of Harbor Bridge - 602m long, Ark Bridge over river Dnepr - 491m long with the arc supported span of 334.5m, Bridge over river Desenka - 314m long, Bridge cross Truhanov Island - 29x33m spans, and Bridge over Gorbachiha Creek - 14x33m spans. Total length of the Bridge is 7.1km. Bridge is of two levels. Reasons are not known yet. &lt;br /&gt;City Counsel approved project of Moscow Square reconstruction in January. The project included 450m bridge equipped with noise barriers, 100m entrance and 70m exit rumps, and reconstruction of three existing underground pedestrian paths. Budget of 20M UAH in 2006 was approved. Necessary for construction 0.15 hectares of property were obtained from Roshen candy factory. Currently contractor started preparations for construction of piers foundations on the lot.&lt;br /&gt;The Central Bus Station was built in the center of the square in 1968. Since then Moscow Square was never reconstructed. He visited area between settlements Salovka and Solomonove of Uzhgorod oblast (province).&lt;br /&gt;Length of the flood-protecting dam is 18km all together. It protects 7 settlements including City of Chop (the Ukrainian-Hungarian and Ukrainian-Slovakian board city). The demand of dam construction came from experience of 1998 and 2002 floods. Construction lot is about 20 hectares and consists of sandy soils. It requires dredging operations for land reclamation to bring the floor level 2.5-4m up from river. Residential part of the project consists of 9 and 16 sore buildings. There will be used cast-in-place (monolith-frame) construction technique in conjunction with the most effective for energy saving bricks facing. Project includes construction of shopping mall, day care facilities, freeway, and wharf promenade.&lt;br /&gt;Project's cost reaches $50M. It will create a lot of jobs in the area. It has since covered Unit 4 at the plant, but emerging cracks have led to fears that high radioactivity may again seep out. &lt;br /&gt;&lt;br /&gt;The fund, which is managed by the EBRD and includes the elite Group of Eight industrialized nations, the European Union and Ukraine, has already collected more than $1 billion. &lt;br /&gt;&lt;br /&gt;The construction of the new shell, an arch-shaped structure big enough to house the Statue of Liberty, will begin in 2007 and will be completed in one or two years. It is designed to serve for at least 100 years.&lt;br /&gt;&lt;br /&gt;EBRD President Jean Lemierre said he was confident that Ukraine would build the reactor shell, which is only about 130 kilometers (80 miles) north of the capital Kiev, within the project's timeframes and the country's government would maintain strict control over expenses.&lt;br /&gt;&lt;br /&gt;Following the 1986 Chernobyl accident, the worst in the history of nuclear power, about 135,000 people from within a 30-kilometer (18-mile) radius were evacuated, which has left the surrounding area looking like a ghost town to this day. Gantry crane and 50t latticed boom crawler crane collapsed in to the excavation. Luckily no one was injured. Part of the crane’s boom laid across one of the City busiest freeways creating traffic. &lt;br /&gt;&lt;br /&gt;Cause of the accident is not determined. Mayor of Kiev made a comment that the accident must be a result of the engineering mistake. Frost effects should be taken in consideration not just in 1.2 m of the top soil on surface but behind the retain wall too, as extensively exposed to the cold weather. End of January was extremely cold in Ukraine. (Our team would agree with the comment).&lt;br /&gt;&lt;br /&gt;All subway (metro) construction works in Kiev are carried out by Kyivmetrostroy Incorporation. As we wrote before, used tunnel boring machine Wirth TB-628 was purchased by Kyivmetrostroy for construction of 4km subway (metro) line (the firs station of the new line is Dimeevskaya). 3.58M EURO machine built only 19.2m of the tunnel from July to November last year. It was broken in November, and is not operational till now. Formally Kyivmetrostroy doesn’t own the machine till 100m of the tunnel would be built.  &lt;br /&gt;&lt;img src="http://www.constructionukraine.com/metro_1.jpg"&gt;&lt;br /&gt;Under pressure of failures Kyivmetrostroy ask Kiev City Administration for extra 100M UHA in total to finish construction of the new line in 2008, as it was originally planned. Previously budget of the new line was 20M UHA plus 18.4M UHA for project development and engineering services. &lt;br /&gt;&lt;br /&gt;In December 23, 2005 Kyivmetrostroy’s top management gave press-conference that was called “War against Kyivmetrostroy”. The conference followed company’s audit conducted by law enforcing bodies. Audit was initiated by request of MP Mr. Stretovich. Mr. Stretovich had reasons to believe that during construction of Siretzko - Petcherskaya subway line in 2003-2004 Kyivmetrostroy manipulated construction cost getting 75M UHA overpaid. On the press-conference CEO of Kyivmetrostroy Mr. PPP announced that result of audit were in the Company favor. Mr. PPP accused ex-shareholder Planet Bud in attempt to destroy the Company.&lt;br /&gt;&lt;br /&gt;Planet Bud bought 25% of Kievmetrostroy’s share in 200X. Over time share of Planet Bud has been changing. In December 2005 Planet Bud sold its 16.95% of share to Swedish investor. Earlier Planet Bud sold 17.5% of Kievmetrostroy’s share to “North-Eastern Construction Company”. Planet Bud was one of contractors involved in new Kiev railway bridge construction project. Under supervision of Minister of Transportation $200M of $400M credit received from Deutsche Bank were stolen. In December 2004 Minister of Transportation Mr. Kirpa was found in his cottage shot in a head. Investment in hotel reconstruction is a part of mutual fund “Professional” portfolio – one of financial products of Optima Capital. The fund invested $4M in this project.&lt;br /&gt;&lt;br /&gt;Renovated hotel “Opera” is located in historical center of Lvov next to the Opera House. Hotel has 51 rooms, 5 of which are luxury. Total area of hotel is 2,700sqm. There is a fully equipped conference hall. One of two restaurants is located on the last floor. There is a scenic view from its windows on the part of historical Lvov, Opera House and Svoboda Blv. &lt;br /&gt;&lt;br /&gt;The monumental building of the Lvov’s Opera House belongs to the most beautiful theatrical buildings of Ukraine. It was built in the so-called "Viennese pseudo-renaissance" which unites the details of different architectural styles was compiled by the famous Viennese architect Zigmund Gorgolevsky.&lt;br /&gt;&lt;br /&gt;&lt;img src="http://www.constructionukraine.com/lvov1.jpg"&gt;&lt;br /&gt;&lt;br /&gt;Reconstruction of the hotel started many years ago. In October 2001, when hotel was 88% ready, construction works were terminated because of the murder of Construction Company’s owner. Owner of Technobud that handled reconstruction of the hotel Mr. Opirsky was shot dead in his car. It was thought, the fact that Technobud won bid for Lvov’s central railway station reconstruction triggered the murder. It’s still a cold case. &lt;br /&gt;&lt;br /&gt;Hotel was bought by Optima Capital in summer 2005 after years of conservation. Now reconstruction works are at the final stage. In May Lvov will celebrate its 750 years anniversary. Elite Center explained that it was a computer malfunction. Nevertheless, alarmed owners formed committee and hired a lower. The committee discovered that all apartments in the building located on 34-42 Otto Schmidt St. were sold at least twice and some of them three times. Apartments were also sold in buildings on Heroes of Stalingrad St., Kurtanovskogo St., Laboratornaya St, and Stroiteley St. In fact construction didn’t start on any of these sites. The only project in progress was the oversold building on 34-42 Otto Schmidt St. &lt;br /&gt;&lt;br /&gt;On Monday February 6 all offices of Elite Center were closed. It was discovered that the top management of the Group disappear in January 30th leaving bank account empty. In total at least $75M were stolen.1.5 thousand of the fraud’s victims includes high rank officers of Ministry of Internal Affairs, and an advisor of the President of Ukraine. &lt;br /&gt;&lt;br /&gt;Criminal Charges against management of Elite Center Group were filed. Ministry of Internal Affairs started investigation of the massive fraud.&lt;br /&gt;Mayor of Kiev Mr. Omelchenko talked to media. He remained about frauds of midd-90s and blamed “better times” that made victim too naive. He also mentioned that it’s not wise to buy an apartment 20% chipper than the one from others without questioning the reason. &lt;br /&gt;&lt;br /&gt;Chief of Police Mr. Yarema made a statement for media about construction scam investigation. In his speech he mentioned that it’s unfortunate that current rules allow people pay cash for apartment. He told that Elite-Center encouraged people to pay cash, and many buyers did so. In his opinion it would we very difficult to get victims money back.&lt;br /&gt;&lt;br /&gt;Elite Center was a group of companies that included R&amp;D Center Progress, Construction -Engineering Company BIK, Financial-Construction Company Elite Center and others. Elite Center Group has been using brand and logo of Financial-Construction Company Elite Center. CEO of Financial -Construction Company Elite Center Mr. Tziganok made a statement that his company is just a victim of the fraud that lost 20% share of the building located on 34-42 Otto Schmidt St. Mr. Tziganok suggested continuing construction of started building(s) under condition that victims would agree to pay extra $250 per sqm to match realistic market price. He also stated that of Elite Center Group has been using his brand “illegally”, but he couldn’t do anything because the trademark was not registered. &lt;br /&gt;&lt;br /&gt;Workers of general contractor (building on 34-42 Otto Schmidt St.) Construction -Engineering Company BIK haven’t been paid since December. CEO of the company is facing criminal charges and eventually disappeared. Construction of the building on 34-42 Otto Schmidt St. is on hold.&lt;br /&gt;&lt;br /&gt;It is expected that this massive construction scam could cause some damage to the situation on the Ukrainian construction market. New and small companies could lose a lot of businesses to big well-known companies, because of buyers’ fear of fraud. Minister of construction Mr. Katchur on another press conference told that the rules of construction financing shall be changed. The financing shall not be available to companies that don’t have the construction permit or don’t start construction. The pipeline project is the first investment phase of a consortium that has been set up under an inter-governmental agreement on cooperation. The pipeline will be a part of future mains that will link Russia's Novopskov with Uzhgorod, increasing Ukraine's gas transportation to West Europe. The facility production rate is 1 house-kit of 150 square meters per shift or about 200 houses annually. &lt;br /&gt;&lt;br /&gt;This purchase will speed up the company's project - construction of the cottage district Zoloti Kliuchy (Golden Keys). Construction of the new Kvadrat mall started before Orthodox Christmas. &lt;br /&gt;&lt;br /&gt;Aurora was put on sale by &lt;a href="http://www.spfu.gov.ua/eng/"&gt;State Property Fund of Ukraine&lt;/a&gt; (Kiev Regional Devision). In 2002 Kvadrat-Ukraine bought 99.6% of movie-theater government shares. Construction lot is 2.5 hectares. It's located on Kiev's left bunk district Voskresenka. &lt;br /&gt;&lt;br /&gt;"Kvadrat on Perova" will be a three level mall with total area of 35 thousand sqm. Retail area - 20 thousand sqm. There will be supermarket, home appliances depot, 75 shops "gallery", 589 cars underground parking lot, and movie-theater. &lt;br /&gt; &lt;br /&gt;&lt;a href="http://www.altis-holding.com"&gt;Altis-Holding Construction&lt;/a&gt; won the bid for Kvadrat mall construction. Altis-Holding Corporation consist of 8 companies with wide spectrum of activities: general contracting, design, industrial and public buildings construction, geotechnical construction and construction of municipal infrastructures, roofing and facade systems, and glass pack production. Altis-Holding owns fleet of construction machinery and equipment (cranes, must climbers, excavators, heavy trucks). In 2005 Altis-Holding made an agreement with &lt;a href="http://www.budtech.com/bauer.htm"&gt;BAUER&lt;/a&gt; Spezialtiefbau GmbH  to create joint venture that would serve Ukrainian market of geotechnical construction. &lt;br /&gt;&lt;br /&gt;Altis-Holding has a lot of experience in shopping malls construction. In late December, Holtec International, Marlton, N.J., signed a $150-million contract with state-owned nuclear utility Energoatom to design, license, construct and commission a storage facility by 2008.&lt;br /&gt;The facility will be located in the Chernobyl exclusion zone, an egg-shaped area of about 30 sq km contaminated by the 1986 explosion and fire at the Chernobyl nuclear powerplant, the world's worst nuclear powerplant accident. It was forced to turn the taps back on after key European partners complained their supplies had been hit too and chided Moscow for using energy as a political tool.&lt;br /&gt;&lt;br /&gt;Relations between the ex-Soviet allies, already strained after Ukraine elected a West-leaning leader a year ago, have now hit a new low with the gas dispute.&lt;br /&gt;&lt;br /&gt;Russia has accused Ukraine of stealing gas intended for other European countries. Ukraine says Russia is lying.&lt;br /&gt;&lt;br /&gt;The crisis has lent new urgency to efforts by European states to reevaluate their energy policy to ensure supplies are secure. EU energy officials meet for emergency talks on Wednesday.&lt;br /&gt;&lt;br /&gt;Italy, Germany and France said their gas supplies from Russia were back to normal after Russia's state-run Gazprom pushed extra gas into the system to make up for the earlier shortfall.&lt;br /&gt;&lt;br /&gt;However, Gazprom warned there was still a risk of supply disruptions to Europe if Ukraine continues to steal gas.&lt;br /&gt;&lt;br /&gt;"There is still a danger that the situation could develop in such a way that we are not going to be in a position to compensate," Gazprom deputy CEO Alexander Medvedev told Reuters in an interview.&lt;br /&gt;&lt;br /&gt;Ukraine has said it will help itself to Russian gas piped across its territory if temperatures dip below freezing.&lt;br /&gt;&lt;br /&gt;MEETING PLANNED&lt;br /&gt;&lt;br /&gt;Senior officials from Gazprom and Ukraine's state Naftogaz company were to meet later on Tuesday for the first time since negotiations collapsed in the final hours of 2005.&lt;br /&gt;&lt;br /&gt;But the gulf between them was huge. In Moscow and Kiev, everyone from gas executives, television anchors, prime ministers and foreign ministry spokesmen lined up to blame the other side for the crisis.&lt;br /&gt;&lt;br /&gt;Russia said it was Ukraine's fault by refusing to pay the same prices as its European neighbours, rejecting a last-minute compromise offered by Putin and then stealing Europe's gas when Gazprom, in exasperation, finally turned the taps off.&lt;br /&gt;&lt;br /&gt;Ukraine was just as vehement. "The fact is that Gazprom officials are lying," said Naftogaz Ukrainy spokesman Eduard Zanyuk.&lt;br /&gt;&lt;br /&gt;Ukraine said the Kremlin was punishing it for daring to pull away from its sphere of influence.&lt;br /&gt;&lt;br /&gt;The Kremlin has made no secret of its dislike of the West-leaning stand of Ukraine's President Viktor Yushchenko who rose to power a year ago after mass protests forced a rerun of an election initially won by a Moscow-backed candidate.&lt;br /&gt;&lt;br /&gt;Moscow is demanding an increase in the price Ukraine pays for its gas to $230 (133 pounds) per 1,000 cubic metres from the current $50 price that is rooted in Soviet-era subsidies.&lt;br /&gt;&lt;br /&gt;Ukraine says such a big hike will badly damage its economy.&lt;br /&gt;&lt;br /&gt;Ukraine's gross domestic product may fall by 5 percent and inflation rise to 27-30 percent in 2006 if the price for Russian gas increases to $230, a senior government official was quoted as saying on Tuesday by Unian news agency.&lt;br /&gt;&lt;br /&gt;ENERGY RETHINK&lt;br /&gt;&lt;br /&gt;The wobble in gas supplies sent a chill through capitals and energy markets, with some analysts saying the disruption had hurt Russia's credibility as a dependable supplier of energy.&lt;br /&gt;&lt;br /&gt;Prices for oil -- Russia's other major money earner -- jumped a dollar to just over $60 a barrel as consumers feared the row could yet crimp fuel supplies to Europe. In Britain -- Europe's only major, freely traded gas market -- wholesale prices rose as much as 8 percent on Tuesday.&lt;br /&gt;&lt;br /&gt;Tony Blair's spokesman said the British Prime Minister has long believed the EU needed a more coherent energy policy to meet the challenges of energy supply and security.&lt;br /&gt;&lt;br /&gt;"These events have underlined the Prime Minister's thinking in making that argument," said the spokesman.&lt;br /&gt;&lt;br /&gt;Noe Van Hulst, a director with energy watchdog the International Energy Agency, said Russia was playing a risky game.&lt;br /&gt;&lt;br /&gt;"From the Russians' perspective, it's not in their long term interest to put their reputation (as a reliable energy supplier) ... at risk. He did not specify who would be taking part but said the talks would be “at a sufficiently high level.”&lt;br /&gt;Gazprom cut off natural gas supplies to Ukraine on Sunday after the country refused to meet its demand for a fourfold price increase. Other European countries also reported drops in their supplies and Gazprom accused Ukraine of siphoning off gas bound for Europe — a charge Ukraine denied.&lt;br /&gt;Russia supplies about one-quarter of the gas consumed in Europe and 80 percent of that goes through Ukraine.&lt;br /&gt;Gazprom promised to turn up the volume to compensate for the falloff and the European countries most affected — Hungary, Austria, Slovakia and Slovenia — reported supplies were back to normal Tuesday.&lt;br /&gt;Meanwhile, Russian Prime Minister Mikhail Fradkov called on members of the European Union to press Ukraine to ensure that natural gas crossing the country reaches Europe.&lt;br /&gt;“We are asking that influence be used on the Ukrainian side with the aim of returning it to the sphere of law and ensuring that it is in full conformance with its international obligations,” the RIA-Novosti news agency quoted Fradkov as saying in a message to the European Council chairman, Austrian Chancellor Wolfgang Schuessel.&lt;br /&gt;Despite the planned resumption of Russia-Ukraine talks, there was no immediate sign of a compromise in the works. Fradkov, in his message to Schuessel, said Russia “firmly intends to return to its relations with Ukraine on the principle of a market economy.” Russia contends the price spike is justified by high world gas prices.&lt;br /&gt;Ukrainian officials have said they don’t oppose market-driven price changes, but any increases should be phased in. A sudden, huge price increase would cripple the country’s economy, which depends on energy-intensive heavy industries, Ukraine has said.&lt;br /&gt;The dispute has reawakened European fears over Russia’s reliability and potential for belligerence — criticism that comes as the country assumes the chairmanship of the Group of Eight, a position it wants to use to boost its international prestige.&lt;br /&gt;The dispute also has thrown a new spotlight on Ukraine’s dependence on Russia even as it seeks to break out of Moscow’s orbit of influence and become a member of the European Union.&lt;br /&gt;Ukraine’s tilt toward the West since President Viktor Yushchenko took office a year ago has irritated the Kremlin.&lt;br /&gt;Ukraine denies it is diverting gas intended for others. Oil averaged $56.70 in 2005, 37 percent more than the year before. Gazprom said after the cutoff to Ukraine that it would continue shipping full supplies to its European customers, about 80 percent of which goes through pipelines crossing Ukraine.&lt;br /&gt;Despite that promise, within hours of the reduction of gas going into the pipes, other countries began reporting pressure falloffs. Russia said Ukraine was stealing gas; Ukraine denied that and said the reduced amount of gas in the pipes made the pressure too low.&lt;br /&gt;An array of European countries on Monday anxiously called on Russia and Ukraine to work out the dispute as soon as possible. About one-quarter of Europe's gas comes from Russia - 80 percent of that via Ukraine - and the standoff raised fears of serious gas shortages as Europe suffers through a particularly cold winter.&lt;br /&gt;Ukrainian Foreign Minister Borys Tarasiuk held telephone talks with European Union foreign policy chief Javier Solana and other officials on the gas dispute and called for international experts to become involved, a ministry statement said.&lt;br /&gt;Gazprom, in a telegram to the Ukrainian natural gas company Naftogaz, accused Ukraine of siphoning off 95 million cubic meters of gas a day and said it would increase the flow by that amount.&lt;br /&gt;"We have taken all necessary measures for Europe to receive gas in the full quantity. By tomorrow evening full connections with Europe will be restored," Gazprom deputy chairman Alexander Medvedev said late Monday, according to Russian news agencies.&lt;br /&gt;Ukraine's Westward aspirations since President Viktor Yushchenko took office a year ago have clearly irritated the Kremlin. Ukraine's Foreign Ministry alleged Sunday that the gas fight is aimed at wrecking the country's economy.&lt;br /&gt;Ukraine says it does not oppose Gazprom's argument that higher prices are merited to meet world market conditions, but says an immediate increase from $50 to $230 per 1,000 cubic meters would cripple the energy-intensive heavy industries that are a keystone of its economy.&lt;br /&gt;Although Russia claims the dispute is a matter of simple economics, disdain for Ukraine and its leadership is clear.&lt;br /&gt;State television channel Rossiya on Sunday showed an animated film clip of an apparently dimwitted Ukrainian Cossack stealing gas from a pipeline. Gazprom said Monday in a telegram to the Ukrainian gas distributor Naftogaz that it would increase the amount of gas being shipped to European customers.&lt;br /&gt;The telegram, a copy of which was made available to The Associated Press, said the increase of 95 million cubic meters a day was necessary to compensate for gas it accused Ukraine of diverting.&lt;br /&gt;Significant cuts&lt;br /&gt;Ukraine acts as a transit country for most of Russia’s gas consignment to Europe. Hardest-hit Serbia saw gas deliveries cut in half, and planned to start reducing supplies Wednesday to water heating plants supplying nonessential users such as factories.&lt;br /&gt;Hungary, Poland and Austria reported that gas piped to them from Russia through Ukraine had slowed down by between 14 and 40 percent. French utility Gaz de France SA said there has been a “significant deterioration” of about 25 percent to 30 percent in natural gas from Russia.&lt;br /&gt;German gas companies said they were seeing a noticeable reduction in supplies arriving via Ukraine, and deliveries to big businesses could be affected by the dispute. Romania’s deliveries from Russia were down by 25 percent, said officials, but unseasonably warm weather eased immediate concerns.&lt;br /&gt;Apart from Serbia, gas was flowing normally to homes and businesses thanks to stored supplies, and Italy and other nations with diversified gas sources saw even fewer effects.&lt;br /&gt;The former Soviet republic of Moldova, which neighbors Ukraine, has not received Russian gas supplies for two days, Russia’s RIA-Novosti news agency reported. It said Moldova had not signed a 2006 contract with Gazprom, and that Moldovan President Vladimir Voronin had complained that the Russian price was too high.&lt;br /&gt;Like Ukraine, Moldova has sought to orient itself away from Russia and toward the West.&lt;br /&gt;Gazprom supplies about one-quarter of the gas consumed in Europe. Most of that goes through pipes that cross Ukraine.&lt;br /&gt;The only gas now being put into pipelines headed for Ukraine is intended for European customers, the company said.&lt;br /&gt;Gas prices rose marginally on Monday, although there was little to indicate the dispute between Russia and Ukraine was affecting prices.&lt;br /&gt;Gazprom deputy chairman Alexander Medvedev said Ukraine had siphoned off about 100 million cubic meters of gas on Sunday alone, worth about $25 million.&lt;br /&gt;“If the theft will continue at such a tempo, then the value of the stolen goods will be extremely significant,” he told reporters.&lt;br /&gt;Gazprom has invited the Switzerland-based goods inspection and testing company SGS to record how much gas is entering Ukraine’s pipeline network.&lt;br /&gt;Ukrainian Prime Minister Yuriy Yekhanurov on Sunday denied Ukraine was siphoning off gas, saying “we are not using a single cubic meter of Russian gas.” Ukraine’s Fuel and Energy Minister Ivan Plachkov repeated the denial Monday, Interfax reported.&lt;br /&gt;“There has been no unauthorized diversion of gas. Ukraine is using its own gas; gas from underground stores and gas from Turkmenistan in strict compliance with the signed contract,” Interfax quoted Plachkov as saying.&lt;br /&gt;Turkmenistan is Ukraine’s single-largest supplier of gas.&lt;br /&gt;Ukrainian President Viktor Yushchenko spoke with Turkmen leader Saparmurat Niyazov on Monday and his office reported that Niyazov had “once again” confirmed the two countries’ gas supply contract. The head of Ukraine’s Naftogaz state gas company, Alexei Ivchenko, flew to Turkmenistan on Monday for talks, Yushchenko’s office said.&lt;br /&gt;Naftogaz spokesman Eduard Zaniuk declined to comment Monday on the drop in supplies to Gazprom’s customers to the West. However, he added, Ukraine should open a new depot for its own processed nuclear fuel. &lt;br /&gt;“Let us frankly say that all Chornobyl projects are not being developed. It is time Ukraine should be active in each problem caused by the Chornobyl accident,” he said, reiterating that a new depot had not been built for years. &lt;br /&gt;“We say we need to make a political decision. We must immediately complete its construction. The word ‘immediately’ means we should have this depot in 2010,” Yushchenko stressed, reminding that Ukraine also faced the problem to store its nuclear fuel. &lt;br /&gt;“It is quite logical to ask experts to consider possibilities to store not only CNPP's waste but also processed fuel from other nuclear power plants of Ukraine,” he said, adding that this issue had both political and economic aspects, the political aspect being “extremely speculative.” &lt;br /&gt;The President stressed that all problems of the CNPP should be discussed publicly. The company hopes to break ground on the project next year, with completion by 2008.&lt;br /&gt;According to a report in Global Trade Review, equipment to be installed at the facility will include an electric arc furnace, a stove-basket, a continuous casting plant, and a rolling mill. &lt;br /&gt;The article continued, noting that the company already has had some discussions with a number of other Ukrainian metal producers – opened JSC Silur (Khartsyzsk, Donetsk region) and opened JSC Stalkanat (Odesa), Makarenko says. Its participants (Gaz de France, Areva, Framatome, Alstom, Renault, Societe General, Vinci, and Medef International) discussed cooperation between the Ukraine and France in the energy sector.&lt;br /&gt;The President urged French companies to invest in Ukrainian economy, and noted that his government was going to sell fifteen enterprises at auctions next year. He mentioned plans related to construction of an international sea port near Lake Donuzlav.&lt;br /&gt;Then Yushchenko said about plan to build a new gas pipeline in the framework of an international gas consortium. The President said that by starting this project Ukraine would be able to transport 22 billion cubic meters of gas to Europe. The participants of the forum discussed ways to transport oil from Kazakhstan to Europe through the Odessa-Brody oil pipeline. Forum also addressed security issues in the atomic energy sector. Here is the full version of it. &lt;br /&gt; &lt;br /&gt;"Dear friends! &lt;br /&gt;As the first anniversary of the Orange Revolution approaches, all of us, standing a year ago in different squares of Ukrainian towns and villages, are overwhelmed with questions. How much has the country changed this year? What will happen to it in the future? How has government changed? Are we committed to Maidan ideals? &lt;br /&gt;I think the greatest accomplishment of the year 2005 is freedom. Government has also changed, having eventually realized that the people, those voters that convincingly proved last year they could elect their leaders, were the only source of power. &lt;br /&gt;For the first time the Ukrainians have the government that clearly understands that it must hear its citizens and account for each measure it takes. I find this dialogue with you vital. &lt;br /&gt;I want you to understand and support what we do and all reforms we start. I would like to dedicate my radio address to these issues. &lt;br /&gt;Every day, my office receives more than eight hundred letters. Problems you write about should be meticulously analyzed to understand how the country and its citizens live and what questions disturb them most. &lt;br /&gt;You should learn about all government initiatives at first hand. This is why I will be speaking today on these worrying subjects. I will dwell on the essence of all changes the government attempts to introduce. We should jointly choose and see the way we go. &lt;br /&gt;One year ago, we defined our major priorities: worthy conditions of life, stability, development, and Ukraine’s international authority. &lt;br /&gt;This year we took important steps towards improving the social welfare and protecting property rights. We raised salaries and pensions. We plan to increase our minimum wage to 400 UAH by the end of 2006. This year’s budget has benefited the poor. However, next year’s budget should be a development budget, not a consumption budget, to develop economy. Government should create conditions for business to develop, using both domestic and international opportunities. &lt;br /&gt;This is why my government and I, as Head of State, regard the World Trade Organization to be one of Ukraine’s strategic goals. &lt;br /&gt;Until recently we had not spoken of the importance of WTO accession. This subject – I know that from your letters – is extremely politicized. Some politicians still intimidate the people with myths about unpleasant surprises for the national producer. &lt;br /&gt;I assure you that the WTO is a chance to be recognized in world markets and become a powerful country that can improve the social welfare. It is also an intention to be competitive. &lt;br /&gt;The World Trade Organization currently has 148 members. Almost all products are sold and bought within the WTO framework. Very few countries of the world are not members of this organization. &lt;br /&gt;The WTO offers clear rules the civilized world follows. They demand efficiency, competitiveness and speed from us. If we do not play by the rules, others will play against us, obeying no rules. &lt;br /&gt;Every year we lose billions of dollars because of anti-dumping cases in different countries of the world. Experts alarmingly claim that we annually lose eight billion dollars! &lt;br /&gt;When we join the WTO, Ukraine’s trade profits will grow by ten times. All Ukrainian producers will have access to world markets. &lt;br /&gt;They will not have to worry that their produce might be arrested, humiliatingly checked and unfairly taxed. These are huge opportunities for our business to find partners in other countries. &lt;br /&gt;After joining the WTO our GDP will annually increase by 1.9%. This figure means additional jobs, higher salaries and pensions. &lt;br /&gt;Ukrainian textiles, metals, machines and crops are sold in the west and in the east. However, the problem is not to produce competitive goods, but to sell them. The greatest challenge is to find new partners, fighting for new markets every day. Owing to our WTO entry we will not only preserve existing jobs but will also create thousands of new jobs and considerably expand our presence in world markets. In addition to that, Ukraine’s membership in the world’s elite club is an important signal for investors. &lt;br /&gt;National and foreign investment is probably the only way to create new jobs and raise salaries without any risk of inflation. &lt;br /&gt;The Kryvorizhstal fair auction has been a success of the new government to restore investors’ trust in Ukraine. My team showed that we were implementing the election program. A year ago I promised you to nationalize Kryvorizhstal to re-privatize it at a transparent auction for record price. We have recently formed a working group that is formulating a plan to optimally use these privatization funds. Billions of hryvnyas should be spent on development projects. Among our priorities are the energy-supply sector, farming, construction of new bridges and metro, municipal projects and high-technologies. Each kopeck earned at the mill auction should be used to develop our economy. &lt;br /&gt;This successful privatization is inspiring. Investors’ interest shows that Ukraine’s business is becoming trustworthy. We are regarded as a steady and reliable partner. Nobody expects us to make unpredictable statements and turn abruptly. &lt;br /&gt;Our WTO integration will only make this trust stronger. Joining the club, which unites the world’s most powerful economies, will make foreign investment grow by at least 500 million dollars each year. &lt;br /&gt;All our neighbors are either WTO members or moving towards the WTO at full speed. Our national dignity tells us: if Ukraine is ready to join the organization, it must do it without any hesitation. &lt;br /&gt;I know there are some worries in society that the national producer might be affected when Ukraine opens its markets as a WTO member. Defending our national interests and protecting the national producer is the biggest priority for the government, and our talks with WTO members are based on this principle. &lt;br /&gt;WTO membership does not mean we will suddenly become unprotected and uncompetitive. &lt;br /&gt;Ukrainian aircrafts, linen and other products are known as global brands. The whole world accepts them. But they are still tagged as goods that are manufactured out of the WTO zone. It is time we take off these embarrassing tags. &lt;br /&gt;I want each of us to understand one simple thing. Those who claim that Ukraine is uncompetitive and unprepared for the WTO distrust our country’s potential, our potential. I am convinced that we can overcome all obstacles our neighbors can overcome. I believe in our strength. &lt;br /&gt;What are Ukraine’s chances to join the WTO by the end of this year? In the past few months the cabinet and Verkhovna Rada have activated their work in this direction. The new government developed an efficient model of cooperation with parliament. Their ability to see common goals and tasks, conduct a civilized dialogue and compromise immediately yields positive results. This week, Rada has approved two WTO bills. I want parliamentarians to pass eight more bills. This is their responsibility. &lt;br /&gt;If we had put on speed in the beginning of this year, Ukraine would now benefit from its membership. &lt;br /&gt;We optimistically believe we will join the WTO this year. However, we must frankly say that lots of things depend on our partners and bureaucratic obstacles. Time works against us, for we need months to observe all technical procedures to join the WTO. &lt;br /&gt;We are on the home straight and have a chance to complete this race on time to persuade our partners to reach a positive decision. What is really important is to spare no effort to achieve the goal. &lt;br /&gt;We shall overcome some day and become a powerful player in world markets. We are strong enough to earn respect in honest competition. This year Barcelona Meeting Point 8th Symposium took place in October 25-27, naturally in Barcelona, Spain. The Global Real Estate Institute and the International Council of Shopping Centers organized seminar on "Investing in Emerging Markets" with outstanding sessions.&lt;br /&gt;Group of the Ukrainian Companies (most operating in Kiev) and representatives of Kiev City administration presented on this symposium number of construction projects that could interest international investors. &lt;br /&gt;&lt;p&gt;&lt;img src="http://www.constructionukraine.com/barselona_symp1.jpg"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;img src="http://www.constructionukraine.com/barselona_symp2.jpg"&gt;&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.kmv.gov.ua/"&gt;City Council (Kiev City State Administration&lt;/a&gt;  presented Kharkiv Square Complex Reconstruction. The project will solve transportation problems of the left bunk part of the City. Beside its function in infrastructure Kharkivska Square will provide City with shopping and entertainment center. There will be constructed business center, restaurant, and parking. &lt;br /&gt;&lt;p&gt;&lt;img src="http://www.constructionukraine.com/KharkivSquareS2kv.jpg"&gt;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;img src="http://www.constructionukraine.com/KharkivSquareSkv.jpg"&gt;&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;City Council (Kiev City State Administration) also presented Reconstruction of Telichka District. This project is huge. Telichka district historically was developed as an industrial area. Nowadays location of the district became very attractive. Redevelopment of whole district that will include relocation of industrial facilities, construction of 700,000 sqm of residential high-rise construction 580,000 sqm of office buildings, and 120,000 sqm of other commercial construction. Estimated cost of the project is $2B.&lt;br /&gt;&lt;p&gt;&lt;img src="http://www.constructionukraine.com/Telichka2.jpg"&gt;&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.21vek.kiev.ua/"&gt;XXI Century&lt;/a&gt;, First Ukrainian Development, and Kiev Invest Group presented Multi-purpose Complex Dnepr Riverfront. The project will be developed as a promenade, active 24 hours a day. This will be achieved by mixing residential, hotel, retail and office uses with sizeable public spaces. The sheer size of the project will allow to support additional features, such as marina on the water, a passenger train going back and forth along promenade, a green park, an arts exhibition. &lt;br /&gt;&lt;p&gt;&lt;img src="http://www.constructionukraine.com/dnepr_riverfront5.jpg"&gt;&lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.kpds.kiev.ua/"&gt;Kyivpidzemshlyahbud&lt;/a&gt; is the leading company in underground constructions, communications and municipal infrastructures in the city of Kiev since1936. Nowadays this company is working on a complex development program of the city of Kiev, which foresees the construction of 7 tunnels with a total length of 23 km. Contractors "KievVisStroy" (specializing in high-rise building construction) and "DSK4"(has three construction divisions) will share the site. Name of the project is Poznyaky-4. With the help of TBM there have been built only 19.2m since July. As it was announced the repair of the TBM is costly and could take months. TBM diameter is 6.28m, productivity rate shall be up to 8m of the built tunnel per day.It was made by German company &lt;a href="http://www.wirth-europe.com/"&gt;Wirth&lt;/a&gt;.&lt;br /&gt;TBM is used on construction of 4km line with 3 stations on South of the Ukraine Capital. Estimated cost of the project is 650M UAH. Kiev's subway "Metro" has 3 lines with total 44 stations. Lichtner Beton invested 800,000 EUR in the plant's construction and intended to invest more.&lt;br /&gt;Concrete plant equipped with modern computerized control system. LAD's Lutzk plant will produce concrete of the highest in Ukraine quality.&lt;br /&gt;German company Kromberg &amp; Schubert became the first customer of the plant. The project includes reconstruction of existing and construction of new buildings. The project includes three 17-19 apartment buildings with joined first level. Entertainment center will be located in a separate building next to the three building complex. It was the third show since it started in 2003. The exhibition reached targeted audience - the key buyers of today's Ukrainian market. The major brands of construction machinery and material handling equipment were presented at the show. Rental prices on office space are $23-31 per sqm (higher than in Warsaw, Poland - $18 per sqm). Consultants of Colliers International expect 90-100,000 sqm of office space will be build in 2006-2007. The recent economic upturn magnified tenant needs; unmet demand is evident in nearly all segments of commercial property as well as within the residential sector. In such environment, a qualified advice is of paramount importance to make sense of the local real estate and offer a winning solution.&lt;br /&gt;&lt;br /&gt;Mr. Edvard Leshenko the Vice City Architect provided participants with important information of the Kiev development. 2020 Development Plan includes removal of 140 industrial facilities from central part of the City. To launch removed facilities 200-250 hectares in Kiev's suburbs will be provided for massive construction of industrial parks. &lt;br /&gt;As an example of promising projects Mr. Leshenko mentioned Telichka district. Reconstruction of Telichka district, which historically was developed as an industrial area, could be one of the biggest construction projects in Europe.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Mr. Jorge Zukoski the President of the American Chamber of Commerce in Ukraine said that Ukraine has great potential for international investors. In his opinion opportunities of the Ukrainian market are still underestimated. Being a country with population of 47M Ukraine attracted only $8B of foreign investments. Mr. Zukoski admitted that construction is one of the fastest growing sectors of the Ukrainian economy.
